NCSO™ Equivalency Requirements

As per the Canadian Federation of Construction Safety Associations (CFCSA) 2017 Memorandum of Understanding (MOU) for the National Construction Safety Officer (NCSO™) program, individuals who have attained the NCSO™ designation from one member of the CFCSA can be granted recognition by other CFCSA members. As such, the NLCSA will recognize an individual who has attained a NCSO™ designation from another member of the CFCSA signatory to the 2017 MOU. Please note that the NLCSA will only accept NCSO™ designations following the criteria of the 2017 MOU agreement.

To receive the NCSO™ designation from the NLCSA, individuals who qualify to apply under equivalency will be required to submit a copy of their NCSO™ designation, a completed copy of the equivalency application form, payment of the application/examination fee of $50.00 + HST, and successfully challenge the NLCSA’s provincial knowledge examination.

The provincial knowledge examination requires a passing mark of 75% or higher and has a three (3) month waiting period before unsuccessful individuals will be eligible to re-write the exam. Additionally, there is a re-writing fee of $50.00 + HST.

The Provincial Knowledge Exam is based primarily on requirements that are specific to Newfoundland and Labrador. In order to be successful, the NLCSA strongly encourages the candidate to complete the following training:

  • Fall Protection (2 days)
  • Confined Space (2 days)
  • OHS Committee 2015 (2 days)
  • Early and Safe Return to Work (1/2 day)
  • Harassment (½ day)
  • Construction Worker Safety (1 day/also available online)

Please note that if the candidate is not successful in challenging the exam, he/she will be required to wait ninety (90) days before challenging it again, and may be required to complete a professional development plan.

Upon notification that all requirements have been successfully met, it is the responsibility of the NCSO™ candidate to contact the NLCSA and make arrangements to challenge the Provincial Knowledge Exam. A schedule for the exam is available under the NLCSA’s training schedule on our website.

Please note that the NLCSA requires a minimum of two (2) weeks notice prior to registering for the exam. Electronic devices and textbooks are not permitted in the examination room. Additionally, when the candidate arrives to challenge the exam, they will be required to show a valid Government issued photo identification card (ID) to verify their identity.
