Why do I need a Site-Specific Safety Plan?

Construction activities can be hazardous, which is why creating a Site-Specific Safety Plan (SSSP) before beginning any project, is essential to mitigate risks and ensure the safety of all workers.  An SSSP is a detailed strategy that outlines the steps for reviewing all work tasks, identifying potential hazards, and implementing controls to eliminate or minimize risks. It also clarifies the roles and responsibilities of everyone involved in maintaining safety during the project.

When is an SSSP Required?

An SSSP is typically required for projects or tasks that involve significant risks or hazards. The need for an SSSP can vary based on local regulations, industry standards, and the nature of the work. Generally, an SSSP is required in the following situations:

  1. Large Projects or Complex Work
    • Projects like road construction, building construction, demolition, or heavy equipment operations, which involve complex or high-risk tasks.
  2. High-Risk or Hazardous Environments
    • Work environments that pose significant risks, such as working with traffic, in confined spaces, at heights, or in areas with environmental hazards.
  3. Tender Requirements
    • For large projects, contractors may be required to submit an SSSP as part of their proposal during the bidding process.
  4. Before Work Commences
    • In some cases, an SSSP must be submitted and approved before any work can begin.

Creating and implementing an SSSP is a key step in safeguarding the health and safety of everyone on the work site!

What Is Included In A Site-Specific Safety Plan?

A site-specific safety plan is a comprehensive document developed for a particular construction site, project, or general service contract to address the unique safety hazards and requirements associated with that site or work.  A detailed Site-Specific Safety Plan identifies, evaluates and controls job specific hazards through a detailed hazard assessment of the tendered project outlining phases of the project and hazards/controls associated with specific work, equipment, locations and tasks associated with the work conducted during each phase of the project and the necessary control measures to be implemented for managing hazards.

Your company’s general health and safety program is not a site-specific safety plan, nor is a generic safety plan.  While these documents are important, they do not detail the specific hazards, controls, and emergency procedures unique to a particular site or building or parking lot ( i.e. snow clearing).  When developing a site-specific safety plan it truly needs to be specific to the site, hazards and work being undertaken .

A plan must include, but is not limited to:

  • Organizational Structure
  • Identification of the designated qualified work coordinator(s)
  • A comprehensive work plan including the various phases of work.
  • A detailed hazard assessment for each phase of the project and any subcontracted work.
  • Appropriate safe work practices & job procedures.
  • General site safety rules.
  • Project training matrix.
  • Personal protective equipment (PPE) Program.
  • Traffic control plan (if necessary).
  • Fall protection plan (if necessary).
  • Dust suppression management program (if necessary).
  • Hearing conservation program (if necessary).
  • Violence and harassment prevention plan.
  • Visitor safety and orientation policy.
  • Vehicle inspection matrix.
  • Parking plan.
  • Emergency response plan.
